A Little Bit of History: Water, Land, and Change in Elsenham

Members of Elsenham Parish Council’s Planning Committee noted draft minutes from their meeting held on 7 January and considered a series of new and ongoing applications submitted to Uttlesford District Council.
Among the applications before Uttlesford is UTT/26/0090/FUL, seeking retrospective retention of an existing mobile home as a permanent dwelling at Daisy Mays Farm, Hall Road, Elsenham. The proposal concerns the continued residential use of the structure on the site, which lies to the south-west of the village.
A further full application, UTT/26/0057/HHF, relates to Springfield on Henham Road, Elsenham, where permission is sought for the erection of a new garage incorporating an external staircase to a studio space above. The scheme also proposes replacing the existing garage door with a window.
At Apple Pie Cottage, 17 Orchard Crescent, Elsenham, application UTT/26/0031/HHF proposes the installation of a PVCu conservatory to the rear of the property.
Outside the parish boundary but within the wider district, UTT/25/3428/FUL seeks permission for a specialist plant nursery, including a café, gift shop, and arts workshop, on land south of Alsa Business Park, Alsa Street, Stansted. The proposal includes a new vehicular access, courtyard, parking areas and landscaping.
A further application, UTT/25/3386/FUL, concerning Eastfield Stables on Elsenham Road, Stansted, has been submitted under Section 73 to vary condition 2 of a previously approved scheme. The earlier permission, granted on appeal under reference APP/C1570/W/24/3341909, allowed a change of use from agricultural grazing land to land connected with a commercial wellness hub and the construction of a swimming pool. The current proposal seeks to enclose that approved swimming pool within a new building.
The committee also noted recent decisions issued by Uttlesford District Council.
Permission has been granted for a loft conversion with rear dormer and three rooflights to the front at 8 Glebe End, Elsenham, under reference UTT/25/3244/CLP. Approval has also been given for a single-storey side and front extension at 19 Hailes Wood, Elsenham, under UTT/25/3231/HHF.
An application for demolition of an existing dwelling and erection of a detached replacement self-build dwelling with annexe and double car port at Magnolia Lodge, Henham Road, Elsenham (UTT/25/3080/FUL), has been refused by the district council. An appeal against that refusal has been lodged.
In relation to Eastfield Stables, May Walk, Elsenham Road, Stansted, an appeal against the refusal of a proposed three-bay cartlodge ancillary to approved holiday lets (UTT/25/2145/FUL) has been dismissed. Conversely, an appeal relating to UTT/25/1902/FUL for the change of use and conversion of an existing store and workshop building into a three-bedroom residential dwelling at the same site has been allowed.
The applications will now proceed through the statutory determination process at Uttlesford District Council, with outcomes expected following assessment against local and national planning policy.
